Position Description
[Role Purpose]
The Risk Management Manager is responsible for LINE Taiwan’s risk management governance, crisis and incident coordination, regulatory risk monitoring, government-facing risk support, external expert network management, and business continuity planning.
This role serves as both an operational coordinator and a strategic risk advisor to management. The person is expected to identify emerging risks, coordinate internal stakeholders, support executive-level reporting, and help LINE Taiwan prepare for external, regulatory, crisis, and operational resilience scenarios.

This role should be positioned as a Risk Management and Resilience Manager within Corporate Affairs.
It is broader than compliance and broader than BCP alone. The role combines:
- Internal risk governance,
- External regulatory and policy risk sensing,
- Crisis and incident coordination,
- Government-facing issue support,
- Expert engagement, and
- Business continuity planning.
Responsibilities
1. Risk Governance
- Risk Framework & Strategy: Develop and maintain the enterprise risk management framework, policy, and strategy, including facilitating the operation of the Risk Management (RM) committee, to ensure comprehensive risk identification and organizational alignment.
- Risk Assessment & Intelligence: Monitor top-tier business and regulatory risks through continuous assessment and forecasting, integrating insights from external advisors to provide strategic intelligence to management.
- Incident & Crisis Management: Serve as the central coordinator for incident and crisis response, managing escalation pathways and directing cross-functional efforts to mitigate impact and ensure reporting accuracy.
- Business Continuity Planning (BCP): Lead organizational resilience planning, including the maintenance of BCP policies, oversight of critical service resilience, and the execution of emergency drills.
- Global & Regional work coordination: Serve as the primary interface with the global headquarter for risk management and resilience
2. Regulatory Compliance Monitoring and Coordination
- Regulatory Strategic Intelligence & Foresight: Serve as a strategic advisor to management by identifying, analyzing, and forecasting shifts in the regulatory landscape to proactively anticipate impacts and inform company strategy.
- Compliance Facilitation: Facilitate organizational readiness by bridging internal teams and external regulatory bodies, ensuring that compliance requirements—such as platform governance and fraud prevention initiatives—are proactively addressed, synchronized, and aligned with company strategy.
Qualifications
- 10+ years of experience in corporate affairs, risk management, legal, compliance, audit, public policy, government affairs, or related fields.
- Strong strategic thinking and ability to assess external environment risks, including politics, geopolitical tension, regulatory change, social issues, technology governance, and public sentiment.
- Ability to coordinate multiple internal functions and key stakeholders, including Legal, Compliance, Public Policy, Communications, Product, Security, HR, Finance, Engineering, and Business teams.
- Experience in preparing management-level reports, risk assessments, issue papers, or executive briefings.
- Strong judgment in sensitive or confidential matters.
- Ability to operate both strategically and hands-on.
- Strong written communication, structured thinking, and stakeholder management skills.
Preferred Qualifications
- Experience in technology, digital platform, telecom, media, fintech, or consumer internet industries is preferred.
- Familiarity with Taiwan’s regulatory and political environment is preferred.
- Experience in working with government agencies or external expert
- In-house legal experience is a plus.
- Audit, compliance, internal control, enterprise risk management, or BCP experience is a plus.
